i am a homeowner and i want to refinance to a lower interest rate. i have a penalty if i finance before august 1st of this year. what are the current interest rates and will it be wise for me to wait til july or are they going to rise ...

For example I know that prime rate today is 7.5%. However, in regard to mortgage loans the going rate for someone with excellent credit is 6.25%. I'm just not clear on the difference.
